MEETING DATE: <br />TO: <br />FROM: <br />SUBJ ECT : <br />June 12, 2018 <br />Honorable Mayor and Council Members <br />Jenna Gatto, Planning Manager 0~ <br />AGENDA ITEM ll <br />Adoption of Commercial Cannabis Regulatio~~ <br />APPROVEDBY _____ ~--~~-------------~----~- <br />Jeff Loux, Town Ma ager <br />RECOMMENDATION: That the Town Council conduct a public hearing, introduce and waive <br />the first reading of Ordinance 2018-10, adopting regulations for commercial cannabis delivery <br />seNices, including approval of Development Code amendments to Chapters 18.12 (Commercial <br />and Manufacturing Zoning Districts) and 18.58 (Standards for Specific Plan Uses) to effectuate <br />the new regulations, and determine the regulations exempt from CEQA pursuant to CEQA <br />Guidelines Section 15184 (State Mandated Local Projects). <br />DISCUSSION: <br />Background and Town Council Deliberations <br />At the October 24, 2017 Town Council meeting, the Council provided direction to staff regarding <br />the Council's objectives in developing commercial cannabis regulations. During the meeting , <br />staff presented two concepts for providing access to cannabis and cannabis products-which <br />was the Council's primary interest in allowing for commercial cannabis activities in Truckee. <br />Under each option, the Council could have allowed limited access solely to medicinal cannabis <br />or could have elected to allow both medicinal and adult use access. Staff termed the options as <br />"Delivery Only Model" and "Dispensary Plus Model". <br />Following discussion on both options, the Council elected to move forward with the "Delivery <br />Only Model" which would authorize the establishment of medicinal and adult use cannabis <br />delivery seNices in Truckee. Under the "Dispensary Plus Model" a wider range of commercial <br />cannabis activities could have been allowed; however, the Council was not supportive of this <br />approach. Since that time, Town staff has worked to develop a draft set of regulations reflective <br />of the Council's direction and underlying objectives for the Cannabis Dialogue. Prior to its final <br />review of the regulations, the Council tasked the Planning Commission with refining the "nuts <br />and bolts" of the regulatory framework. Earlier this year, the Commission considered a draft set <br />of regulations and following their review, forwarded a recommendation for the Council's <br />consideration. <br />Page 1 of 135
