Town OF 7/ 3 <br /> TR;Jc-uE <br /> MEETING DATE: May 26, 2015 <br /> TO: Honorable Mayor & Councilmembers <br /> FROM: Jenna Endres, Senior Planner Vt <br /> SUBJECT: Public Hearing tis' Consider FiftyFifty Brewing Company Production <br /> Brewery; Application No. 2015-00000011/DCA-DP-UP-LLA-SP; <br /> Applicant/Owner: CRB River Partners, LLC <br /> Approved by: A\ <br /> Ton s brook, Town Manager <br /> RECOMMENDATION: <br /> (1) That the Town Council determine the project to be categorically exempt from the <br /> California Environmental Quality Act pursuant to Section 15061(b)(3)and introduce and <br /> waive the first reading of Ordinance 2015-09, approving the Development Code <br /> Amendment based on the recommended findings and subject to the recommended <br /> conditions of approval; and <br /> (2) That the Town Council determine the project to be categorically exempt from the <br /> California Environmental Quality Act pursuant to Section 15332 (Infill Development <br /> Projects) and adopt Resolution 2015-29, approving the Development Permit, Use <br /> Permit, Lot Line Adjustment and Sign Plan, based on the recommended findings and <br /> subject to the recommended conditions of approval. <br /> DISCUSSION: <br /> Background <br /> Since incorporation, the Town has worked diligently to build a strong center for the community <br /> that is a vital part of the economy and a cultural and symbolic focus for the quality of life that <br /> Truckee offers. A central element of this effort is the Truckee River. This property is located <br /> within the Truckee River corridor and is a key redevelopment area within the corridor.The Town <br /> has adopted a number of planning documents which outline the strategy to revitalize and <br /> redevelop this section of the historic downtown, including the 2025 General Plan, Downtown <br /> Specific Plan and the Downtown River Revitalization Strategy. Redevelopment of this site <br /> represents one of the first large-scale efforts to implement the vision set forth in these plans and <br /> to result in meaningful change within the West River Street corridor. <br /> The site faces some challenges including split-zoning (two distinct zoning districts each with <br /> their own requirements), legal non-conforming uses, a long history of illegal, unpermitted uses <br /> and setback constraints defined by the Truckee River floodplain location.Additional complexity <br /> includes the property owners' desire to pursue a new brewery building without presenting a full <br /> development plan for buildout of the site concurrently.
