AGENDA ITEM <br />MEETING DATE: September 10, 2019 <br />TO: Honorable Mayor & Council Members <br />FROM: Laura Dabe, Assistant Planner <br />SUBJECT: Consultant Selection for Preparation of Environmental Review Document <br />for The Residences at Jibboom (Planning Applicatio # 18-0000 004) <br />APPROVED BY 1 <br />Jeff Loux, Tow Manager <br />RECOMMENDATION: That the Town Council authorize the Town Manager to execute a contract <br />with De Novo Planning Group for professional services to prepare environmental review <br />documents for The Residences at Jibboom (Planning Application #2018-00000004) in an amount <br />not to exceed $53,735 (see Attachment #1 for scope of work, timeline and cost). <br />DISCUSSION: The Town of Truckee is currently processing a development application for The <br />Residences at Jibboom, a primarily multifamily residential project proposed at the comer of <br />Jibboom Street and Bridge Street in Downtown Truckee (Planning Application #2018-00000004). <br />Pursuant to the California Environmental Quality Act (CEQA), preparation of an Initial Study is <br />required to identify potential impacts that may result from the proposed project. Based on the <br />characteristics of the proposed project, staff anticipates that preparation of a Mitigated Negative <br />Declaration will be required. <br />Town staff undertook a request for proposals process to solicit responses from qualified and <br />experienced firms for preparation of the environmental review documents. The RFP was <br />broadcast via email invitations, which were sent to three firms on July 24, 2019. One proposal <br />was received (from De Novo Planning Group); the other two firms declined to submit a proposal. <br />The De Novo proposal was reviewed by three staff members using criteria outlined within the <br />RFP. Staff determined that the proposal met the criteria for preparation of the Initial <br />Study/Mitigated Negative Declaration, and the applicant agreed with the proposed cost and <br />timelines that were included in the proposal. <br />FISCAL IMPACT: There is no direct fiscal impact as a result of this action. The total contract <br />cost of $58,735 will be paid by the applicant. <br />PUBLIC COMMUNICATIONS: Notification was published as part of the regular Town Council <br />agenda packet. <br />Page 1 of 2 <br />
