<br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Dear Town of Truckee Planning Commission, January 15, 2019 <br /> <br />Mountain Area Preservation (MAP) would like to offer support for the approval of <br />the West End Coffee & Tap development application at Donner Lake. We understand <br />their parking requirement has not been met, but feel as though their land use <br />application does not fit within the development code requirements for a restaurant, <br />as this is a unique and creative neighborhood commercial development for Donner <br />Lake. We do not feel as though a development of this size should be required to <br />develop 13 parking spaces, understanding the constraints of the parcel, as well as <br />development code that is not prescribed for the type of land use they are applying <br />for. The staff report outlines that the applicants are able to develop five parking <br />spaces on site and that off-site locations have been explored, but nothing feasible <br />has been identified to date. If the Planning Commission mandates the additional <br />parking, we are hopeful the applicants will continue to explore creative ways to <br />address parking needs. <br /> <br />Furthermore, we applaud the applicants for wanting to encourage alternative <br />transportation through a bike share program. Their application should receive <br />credit or a reduction in the parking requirement by utilizing the bike share program <br />as an alternative mechanism to address their parking requirements. As Truckee <br />moves forward with a Climate Action Plan during the General Plan Update, it will be <br />important to look at alternative ways to address transit and parking in conjunction <br />with land use applications. <br /> <br />We hope the Planning Commission will support the development application for <br />West End Coffee & Tap this evening at the public hearing.
