CALL TO ORDER— Mayor Goodwin called the meeting to order at 6:00 p.m. <br /> 2. ROLL CALL: Council Members; Flora, Tirman, Abrams, Vice Mayor Wallace Dee, and <br /> Mayor Goodwin. <br /> Staff Present: Yumie Dahn, Associate Planner; Denyelle Nishimori, Planning Manager; <br /> Kirk Skierski, Assistant Planner; Hilary Hobbs, Management Analyst; Nicholas Martin, <br /> Administrative Analyst II; Anne Cahill, Administrative Analyst II; Jeff Loux, Community <br /> Development Director; Tony Lashbrook, Town Manager; and Judy Price, Town Clerk. <br /> 3. PLEDGE OF ALLEGIANCE— led by Valerie Brinker. <br /> 4. PUBLIC COMMENT- none. <br /> 5. WORKSHOP ITEM <br /> 5.1 Housing Workshop #3— Housing Workshops Status Report <br /> Recommended Action: Provide staff with general direction. <br /> Jeff Loux, Community Development Director and Yumie Dahn, Associate Planner, <br /> presented from the staff report (presentation on file with the Town Clerk). <br /> In response to Council questions: <br /> • Short term rental application permit program would be similar to a zoning <br /> clearance and reviewed for compatibility with adjacent uses. <br /> • Transient Occupancy Tax (TOT) increase would go to the voters in order to <br /> implement: <br /> o General Taxes require a simple majority to approve. A special tax such <br /> as a tax specifically for housing takes two/thirds supermajority to approve. <br /> • Designating current TOT funds to any specific use are in Council's preview. <br /> • The Town has discussed entering into an agreement with Air BNB to collect and <br /> remit TOT but they are not willing to collect Truckee Tourism Business <br /> Improvement (TBID) assessment. <br /> o There are multiple platforms used to rent short term accommodations. <br /> • Town can assistant Homeowners Associations (HOA) with costs related to <br /> changes to their regulations. <br /> o Step one -figure out the different HOA rules related to second units. <br /> o Step two - campaign the HOA for the change. <br /> o Maybe a certain number of units per neighborhood could be an <br /> alternative discussion. <br /> Town of Truckee <br /> April 19, 2017, Housing Workshop <br /> Page 1 <br />
