• <br /> TOWN OF TRUCKEE <br /> California <br /> RESOLUTION 2017-11 <br /> A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TRUCKEE APPROVING THE <br /> APPLICATION FOR FEDERAL LAND ACCESS PROGRAM FUNDS <br /> WHEREAS, the Federal Lands Access Program was established in 23 U.S.C. 204 to <br /> improve transportation facilities that provide access to, are adjacent to, or are located within <br /> Federal lands; <br /> WHEREAS, the California Federal Lands Access Program Programming Decisions <br /> Committee is currently accepting project proposals for the "2017 Call for Projects" through May <br /> 12, 2017; <br /> WHEREAS, the Town of Truckee in partnership with the County of Placer are <br /> proposing to submit an application for the Phase 4 Legacy Trail which accesses United States <br /> Forest Service property; and <br /> WHEREAS, if selected for funding the Town of Truckee will enter into an agreement <br /> with the Federal Highway Administration (FHWA) through the Central Federal Lands Highway <br /> Division. <br /> ...... <br /> NOW THEREFORE BE IT RESOLVED THE TOWN COUNCIL OF THE TOWN OF <br /> TRUCKEE: <br /> 1. Authorizes the filing of an application for the Federal Land Access Program grant for the <br /> Truckee River Legacy Trail Phase 4. <br /> 2. Authorizes the Town as lead agency for the application, with the County of Placer as co- <br /> applicant. <br /> 3. Authorizes the Town Manager, or his designee, to conduct all negotiations, execute and <br /> submit documents including applications, agreements and amendments of the <br /> aforementioned project, except those designated to the Town Engineer below. <br /> 4. Authorizes the Town Manager, or his designee, to sign and submit a Reimbursable <br /> Agreement and the associated fee of$10,000 if the project is short listed. <br /> 5. Recognizes that the Town would be responsible for a minimum of 11.47% match if the <br /> project is funded. <br /> 6. Certifies that the Town would be responsible for maintenance of the trail or cooperate <br /> with the.County of Placer in maintenance of the trail, for a minimum of 20 years. <br /> 7. Authorizes the Town Engineer, or his designee, to execute and submit all necessary <br /> reports and payment requests for the project. <br /> 1 , <br />
