TOWN OF TRUCKEF <br />California <br />1z414*4J1k11191*1ViW*11rA <br />A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TRUCKEE <br />TO ACTIVATE FULL IMPLEMENTATION OF THE <br />WORKFORCE HOUSING REQUIREMENTS <br />WHEREAS, the Town Council on February 5, 2009 adopted Ordinance 2008-09 <br />establishing requirements for affordable housing on non-residential projects; and <br />WHEREAS, the adopted ordinance was incorporated into the Town of Truckee <br />Municipal Code, Title 18 as Development Code Chapter 18.216 (Workforce Housing); and <br />WHEREAS, Section 18.216.010.D (Purpose and Intent) of the Development Code states <br />that "it is intended for the Town Council to conduct an annual review of this Chapter and its <br />implementation to consider whether amendments are necessary"; and <br />WHEREAS, Section 18.216.020 (Administrative Guidelines and Procedures) of the <br />Development Code states that "The Council shall, by resolution, adopt guidelines and <br />procedures consistent with the terms contained in this Chapter, as the Council determines to be <br />necessary or convenient for the implementation and administration of this Chapter; and <br />WHEREAS, the Town Council on January 13, 2015 adopted Resolution 2015-02 to <br />adopt the 2014-2019 Housing Element which encourages a variety of housing types and <br />housing to meet the needs of its residents, particularly those who work in Truckee; and <br />WHEREAS, Program H-1.2.4 of the 2014-2019 Housing Element requires the continued <br />implementation of the Workforce Housing Ordinance and states, "Review annually the <br />effectiveness of the Workforce Housing Ordinance and bonuses, concessions, and incentives <br />and implement revisions as found appropriate"; and <br />WHEREAS, the Town Council on January 7, 2010 approved implementation of the 2010 <br />Economic Development Work Program to implement the Town's economic development <br />activities; and <br />WHEREAS, Action Item B.1 of the 2010 Economic Development Work Program is to <br />"continue ongoing regulatory -based and opportunity -driven economic development and <br />redevelopment efforts," noting that "the overall objective is to continue implementing activities <br />that will support the Town's goals and priorities while reducing regulatory barriers when <br />feasible"; and <br />WHEREAS, research completed by Bay Area Economics on March 2, 2011 found that <br />there were more market -rate rental and for -purchase housing opportunities in the Truckee <br />region at prices that are considered to be affordable to median- and moderate -income <br />households; and <br />
