TOWN OF TRUCKEE <br /> California <br /> RESOLUTION 2017-04 <br /> A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TRUCKEE <br /> APPROVING APPLICATION NO. 2016-00000078/SPA-DP-MUP-CSP-TM <br /> (TRIUMPH DEVELOPMENT HOTEL AND RESIDENTIAL PROJECT <br /> "COBURN CROSSING") <br /> WHEREAS; the Town received an application requesting approval of the following: a <br /> Development Permit to construct a 71,090 s.f. 114-room hotel and five three-story apartment <br /> buildings with 138 rental units (33 studios, 54 one-bedroom units, 42 two-bedroom units, and <br /> nine three-bedroom units), common amenities such as barbecue and picnic areas, a bocce ball <br /> court, a volleyball court, playground, and one rooftop deck, and 361 parking spaces with a <br /> potential 27 future additional spaces; Minor Use Permit for disturbance within 200 feet of a <br /> wetland; Comprehensive Sign Program for the multi-tenant site; Tentative Map to divide the <br /> parcel into three parcels of 2.76 acres, 7.57 acres, and 0.02 acres; and a Downtown Specific <br /> Plan Amendment to increase the allowed density of multi-family residential housing on the site <br /> on Assessor's Parcel No. 19-420-43; and <br /> WHEREAS; the Planning Commission is responsible for reviewing Downtown Truckee <br /> Specific Plan Amendment applications and associated land use entitlements, and forwarding a <br /> recommendation for the approval or denial of the application to the Town Council; and <br /> WHEREAS; the Commission shall make a written recommendation to the Council <br /> whether to approve, approve in modified form, or deny the proposed Downtown Truckee <br /> Specific Plan Amendment, Development Permit, Minor Use Permit, Comprehensive Sign <br /> Program and Tentative Map and whether to find the proposed amendment and land use <br /> entitlements consistent with the Recirculated Amended Initial Study/Mitigated Negative <br /> Declaration; and <br /> WHEREAS, a Recirculated Initial Study/Mitigated Negative Declaration (SCH <br /> #2016102034) was prepared for the project, the Recirculated Initial Study/Mitigated Negative <br /> Declaration concludes the project will not have a significant effect on the environment upon <br /> incorporation of mitigation measures into the project; and <br /> WHEREAS, at a duly noticed public hearing on December 15, 2016, the Planning <br /> Commission recommended approval of the Downtown Truckee Specific Plan Amendment, <br /> Development Permit, Minor Use Permit, Comprehensive Sign Program, and Tentative Map, <br /> adopting findings in support of such action; and <br /> WHEREAS, a 10-day public review period was provided to allow Federal, State, and <br /> local agencies, interested persons and organization, and other members of the public to review <br /> and comment on the project; and <br /> WHEREAS, public notice was published in the Sierra Sun on January 13, 2017 and <br /> mailed to property owners within 500 feet of the project site on December 21, 2016 informing <br /> the public of the date, time, and location of the public hearing for consideration of the approval <br /> or denial of the Downtown Truckee Specific Plan Amendment, Development Permit, Minor Use <br /> Permit, Comprehensive Sign Program, Tentative Map, and Recirculated Amended Initial <br /> Study/Mitigated Negative Declaration; and <br /> Page 1 of 34 <br />
