TOWN OF TRUCKEE <br />California <br />RESOLUTION 2016-19 <br />AA RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TRUCKEE <br />APPROVING AMENDMENTS TO THE DOWNTOWN SPECIFIC PLAN <br />WHEREAS, the Town of Truckee has adapted minor amendments to the Truckee <br />Railyard Master Plan with Town Council Resolution 2016-18; and <br />WHEREAS, the adoption of minor Truckee Railyard Master Pian amendments calls for <br />amendments to the Downtown Specific Plan to maintain consistency between the Downtown <br />Specific Plan and the Master Flan; and <br />WHEREAS, amendments to the downtown Specific Plan require legislative action by the <br />Town Council, and the Planning Commission is charged with the responsibility of reviewing the <br />amendments and forwarding to the Town Council a recommendation for the approval or denial <br />of the amendments to the Downtown Specific Plan; and <br />WHEREAS, the Town of Truckee Planning Commission, at a duly noticed public hearing <br />on April 19, 2016, adopted Resolution 2016-03 recommending approval of minor Truckee <br />Railyard Master Plan amendments, Downtown Specific Plan amendments and a Development <br />Permit for the construction of the Truckee Artist Lofts, a 4 -story, 121.000 sf. 77 unit multi -family <br />housing project with 66 income --restricted rental apartments and 11 market -rate rental units, 45 <br />on-site parking spaces, and 3,855 sf. of ground floor commercial on APN: 19-420-71 within the <br />Downtown Extension (DE) District of the Truckee Railyard Master Plan and adopting findings in <br />support of such actions; and <br />WHEREAS, on or about April 8, 2016 and April 29, 2016, a public notice was published <br />in the Sierra ,Suri and mailed to property owners within 500 feet of the project site and all other <br />interested persons informing the public of the date, time, and location of the public hearing for <br />the Council's consideration of minor Master Plan amendments, amendments to the Downtown <br />Specific Plan, Development Permit and EIR Addendum; and <br />WHEREAS, the Council held a public hearing on the matter at meetings on May 10, <br />2016. and <br />WHEREAS, the Town Council has completed and certified a Final Environmental Impact <br />Report in compliance with the California Environmental Quality Act Statutes and Guidelines and <br />reviewed and considered the information contained in the Final EIR. The Council made the <br />findings required by Section 15091 of the California Environmental Quality Act Guidelines; these <br />findings are set forth in Exhibit C of Council Resolution 2009-32, adopted by the Council on <br />June 10, 2009, The Council has eliminated or substantially lessened all significant effects on <br />the environment where feasible as shown in the findings of Resolution 2009-32 and determined <br />that any remaining significant effects on the environment found to be unavoidable are <br />acceptable due to overriding concerns and considerations as described in the findings of <br />Resolution 2009-32; and <br />Resolution 2016-19 <br />Page 1 <br />
