TOWN OF TRUCKEE <br />California <br />RESOLUTION 2016A8 <br />A RESOLUTION OF THE TOWN COUNCIL. OF THE TOWN OF TRUCKEE <br />APPROVING MINOR AMENDMENTS TO THE <br />TRUCKEE RAILYARD MASTER FLAN <br />WHEREAS, the Town of Truckee adopted the Truckee Railyard Master flan in 2009; <br />and <br />WHEREAS, the adapted Railyard Master Plan assumed the Union Pacific Railroad <br />balloon track would be relocated east; and <br />WHEREAS, it is no longer feasible to relocate the balloon track east and because of this <br />change, minor modifications to the adopted Truckee Railyard Master Plan are necessary to <br />support the first development application, the Truckee Artist Lofts (Planning Application No, <br />2016-00000132), <br />WHEREAS, amendments to the Truckee Railyard Master Plan require legislative action <br />by the Town Council, and the Planning Commission is charged with the responsibility of <br />reviewing the amendments and forwarding to the Town Council a recommendation for the <br />approval or denial cf the amendments; and <br />WHEREAS, the Town of Truckee Planning Commission, at a duly noticed public hearing <br />on April 19, 2015, adopted Resolution No. 2016-03 recommending approval of miner Truckee <br />Railyard Master Plan amendments, Downtown Specific Plan amendments and a Development <br />Permit land use application for the construction of the Truckee Artist Lofts, a 4 -story, 121,000 sf. <br />77 unit multi -family housing project with 66 income -restricted rental apartments and 11 market - <br />rate rental units, 45 on-site parking spaces, and 3,855 sf. of ground floor commercial on APN: <br />19-420-71 within the Downtown Extension (DE) District of the Truckee Railyard Master Plan and <br />adopting findings in support of such actions; and <br />WHEREAS, on or about April 8, 2016 and April 29, 2016, a public notice was published <br />in the Sierra &m and mailed to property owners within 500 feet of the project site and all other <br />interested persons informing the public of the date, time, and location of the public hearing for <br />the Council's consideration of minor Master Plan amendments, amendments to the Downtown <br />Specific Plan, Development Permit and EIR Addendum; and <br />WHEREAS, the Council held a public hearing on the matter at meetings on May 10, <br />2015; and <br />WHEREAS, the Town Council has completed and certified a Final Environmental Impact <br />Report in compliance with the California Environmental Quality Act Statutes and Guidelines and <br />reviewed and considered the information contained in the Final EIR, The Council made the <br />findings required by Section 15491 of the California Environmental Quality Act Guidelines; these <br />findings are set forth in Exhibit C of Council Resolution No. 2009-32, adopted by the Council on <br />June 10, 2009, The Council has eliminated or substantially lessened all significant effects on <br />the environment where feasible as shown in the findings of Resolution No. 2009-32 and <br />determined that any remaining significant effects on the environment found to be unavoidable <br />are acceptable due to overriding concerns and considerations as described in the findings of <br />Resolution No. 2009-32; and <br />Resolution No. 2016-18 <br />Page 1 <br />
