1997-09-24 Town of Truckee ZONING ADMINISTRATOR MEETING September 24, 1997 2:00 P.M. Truckee Donner Public Utility District Front Conference Room 11570 Donner Pass Road, Truckee, California MINUTES CALL TO ORDER. The meeting was called to order at 2:05 p.m. PUBLIC COMMENTS. None. APPROVAL OF MINUTES. 3.1 July 23, 1997 - Regular Meeting 3.2 August 13, 1997 - Regular Meeting 3.3 August 27, 1997 - Regular Meeting Zoning Administrator Tony Lashbrook approved the minutes of July 23, 1997, August 13, 1997, and August 27, 1997. PUBLIC HEARINGS. 4.1 97-074/TPM (Tentative Parcel Map); Douglas and Barbara Mott, owner/applicant; Staff Planner, Gavin Ball. Mr. Mott and Mr. Bob Coombs were both present. Mr. Ball stated that the issues previously raised by Mr. Mott were cul-de-sac design, septic/sewage requirements, and the no access easement. He stated that the sewage requirement was clarified between Nevada County Environmental Health and the applicant, and that the applicant will work out the details of the cul-de-sac design with the Fire District. He stated that a letter was received from the Wall's regarding the access easement, but no changes were recommended by staff. Mr. Coombs concurred with the staff report stating that the findings and conditions were not too burdensome, and that the applicant would work out the sewage and cul-de-sac design with Environmental Health and the Fire District. Mr. Lashbrook mentioned that the easement issue raised by the Wall's was not an issue to be resolved by the Town as a function of this tentative parcel map, and was a private issue to be dealt with by the property owners within the Sugar Pine Estates Subdivision. He added that there is no mechanism to require the Mott's to grant this easement, but that the applicant was responsible for the roads as part of this map request. He pointed out that coming up xvith the financial arrangements between the property owners regarding the roads was beyond the scope of the Town's responsibilities. Mr. Lashbrook asked if perk tests were done and these areas defined on the map, and Mr. Coombs responded yes. o Zoning Administrator Tony Lashbrook approved the Tentative Parcel Map Application No. 97-074 based upon the findings and subject to the conditions contained within the staff report and determined the project to be exempt from CEQA review. 4.2 97-079fMSP/TPM (Ministerial Site Plan/Tentative Parcel Map); Tom Grossman, owner/applicant; Staff Planner, Gavin Ball. Mr. Grossman was present. Mr. Ball stated that staff concurred with the issue raised in the applicant's letter to eliminate Condition 3.B regarding tree retention. Mr. Grossman asked that Condition 8 regarding construction hours be eliminated since the surrounding lots were vacant and the building season in Tahoe Donner is limited. Mr. Lashbrook asked Mr. Grossman if he planned to build soon, and Mr. Grossman responded yes. Mr. Lashbrook stated that since there is no adjacent development to this project, construction noise was not an impact and, for that reason, Condition 8 could modified to reflect the applicant's request as well. Zoning Administrator Tony Lashbrook approved the Tentative Parcel (Condominium) Map and the Ministerial Site Plan Application No. 97-079 based upon the findings and subject to the conditions contained within the staff report with the elimination of Condition 3.B regarding tree retention and Condition 8 regarding construction hours. He also determined the project to be exempt from CEQA review. 4.3 97-080/HSP/TTM (Hearing Site Plan; Tentative Tract Map); Ted Farley, Tri-X Investments, applicant; Staff Planner, Gavin Ball. The applicant was not present. No staff report was given. Mr. Lashbrook noted that on-site construction had already commenced which creates difficulty in reviewing this discretionary permit. Zoning Administrator Tony Lashbrook approved the Tentative Tract (Condominium) Map and the Hearing Site Plan Application No. 97-080 based upon the findings and subject to the conditions contained within the staff report, and determined this project to be exempt from CEQA review.
