Town of Truckee <br />SPECIAL COUNCIL MEETING <br />March 6, 1996 3:00 P.M. <br /> Truckee Sanitary District <br /> 12304 Joerger Drive, Truckee, CA <br /> <br />MINUTES <br /> <br />CALL TO ORDER. Mayor McCormack called the meeting to order at 3:00 P.M. <br /> <br />ROLL CALL. Executive Secretary Barbara Johnson called the roll with Council <br />Members Carpenter, Cross, Drake, Eagan, and Mayor McCormack being present. Also <br />present were Town Manager Stephen L. Wright, Community Development Director Tony <br />Lashbrook, Town Engineer Jon Lander, Public Works Director Tom Covey, Police Chief <br />Jack Bayer, Finance Director Jill Fox, Town Planner Elizabeth Eddins, and Executive <br />Secretary Barbara Johnson. <br /> <br />PLEDGE OF ALLEGIANCE was led by Police Captain Jack Bayer. <br /> <br />PUBLIC COMMENT. None <br /> <br />COUNCIL IMMEDIATE PRIORITIES <br /> <br />5.1 Expanding Public Communication <br /> <br />Mayor McCormack stated that the Town Council has not been as successful as they <br />would like in communicating with the public. There are several things against the <br />Town Council regarding this matter: no local radio station, no local TV station, the <br />newspaper is only published once a week, there are a large number of second home <br />owners, there is a multi-agency orientation in the Town making it difficult to reach <br />people. The meeting is a work session to allow for brainstorming of ideas. In <br />considering items for expanding public communications it is important to keep in <br />mind staff time needed for the projects, costs of the proposed projects. <br /> <br />Councilmember Eagan stated that it is very important to engage the community in <br />the public communication problem. The Council needs to create dialog with the <br />community. <br /> <br />Councilmember Carpenter commented on the packet of information provided to the <br />Town Council regarding public communications. He stated that he learned from <br />reviewing said packet that you should listen twice as much as you speak. He also <br />learned that any public communication should be cost effective, should consider <br />money spent and staff time used as well as monitoring overtime. <br /> <br />Community Development Director Lashbrook stated that it is important for the <br />community to know when the Town Council is in an interactive mode and when <br />it is in a decision making mode. The community needs to be told when it is most <br />appropriate to receive comments regarding projects. <br /> <br />Councilmember Drake suggested that the Town do more press releases, release <br />information regarding Animal Control, Police Department, filler items. <br /> <br /> <br />
