CALL TO ORDER. Mayor McCormack called the meeting to order at 6:00 PM. <br /> <br />ROLL CALL. Council Members Carpenter, Cross, Drake, Eagan and Mayor McCormack <br />were present; Planning Commissioners Williams, Estabrook, Palmer and Chair Schwarz <br />were present; Planning Commissioner Tryggvi was excused. Also present were Town <br />Manager Wright, Town Engineer Lander, Director of Public Works Tom Covey, Community <br />Development Director Lashbrook, Town Planner Eddins, Associate Planner Hall, Assistant <br />Planner Bail, and Administrative Secretary Holm. <br /> <br />3. PLEDGE OF ALLEGIANCE. Led by Hank Schwarz. <br /> <br />4. PUBLIC COMMENT. None. <br /> <br />5. WORKSHOP. <br /> <br />A. Purpose of the Workshon <br /> <br />This workshop was held to review the Downtown Specific Plan (DSP) process to date; the contents <br />of the Drat~ Vision Plan; the findings of the preliminary Downtown traffic analysis; the railroad <br />merger issues, the implementation plan and to discuss the next steps in the Specific Plan process and <br />the role of the Downtown Citizen's Advisory Committee (DCAC). <br /> <br />B, Overview of Downtown Specific Plan Process <br /> <br />Town Planner Elizabeth Eddins explained the Downtown Specific Plan is an implementation tool <br />for the General Plan. The phases are: <br /> <br />Phase I - Future Vision formulation for the Downtown Study Area entails: - DCAC Selection <br /> - Visual Preference Survey Administration <br /> - Week-long Downtown Planning Workshop <br /> - Draft Vision Plan Preparation <br /> - Draft Vision Plan preliminary traffic analysis <br /> <br /> <br />
