Town of Truckee <br /> SPECIAL COUNCIL MEETING <br /> April 15, 1996 3:00 P.M. <br />Truckee Donner Public Utility District Board Room <br />11570 Dormer Pass Road, Truckee, CA <br /> <br />MINUTES <br /> <br />CALL TO ORDER. Mayor McCormack called the meeting to order at 3:00 p.m. <br /> <br />ROLL CALL. Town Manager Wright called roll with Councilmembers Carpenter, Cross, <br />Drake, Eagan, and Mayor McCormack being present. Also present were Town Manager <br />Stephen L. Wright, Town Attorney Dennis Crabb, Community Development Director Tony <br />Lashbrook, Town Engineer Jon Lander, Public Works Director Tom Covey, Finance <br />Director Jill Fox, Associate Planner Duane Hall, Office Assistant Jim Smith and Executive <br />Secretary Barbara Johnson. <br /> <br />PLEDGE OF ALLEGIANCE: Was led by Tony Hesch <br /> <br />PUBLIC COMMENT. None <br /> <br />STAFF REPORTS <br /> <br />5.1 Southwest Gas Franchise Agreement <br /> <br />Town Manager Wright explained that at their last regular meeting, Town Council <br />continued this item. However, they did authorize staff to issue an Encroachment <br />Permit to Southwest Gas. The Mayor requested a special meeting in order to <br />expedite the Franchise Agreement with Southwest Gas. There are two issues that <br />were unresolved at the last Town Council session; 1) the amount of the Franchise <br />Fee; and 2) language related to the transfer of the franchise. Town Attorney Crabb <br />and Southwest Gas Attorney Bob Johnson, Chris Hershberger and Town Manager <br />Wright had several discussions since the last Council meeting in order to resolve <br />these issues. <br /> <br />Town Attorney Crabb explained that the Town and Southwest Gas have come to <br />agreement regarding the transfer of franchise language. This mutually acceptable <br />language will be presented to the Town Council at their next regular meeting of April <br />18, 1996. <br /> <br />Discussion took place regarding the mutually acceptable language. In essence the <br />language will state that the Town of Truckee will have the opportunity to be <br />represented in the PUC proceedings during transfer hearings.
