Town of Truckee <br />TOWN COUNCIL REGULAR MEETING MINUTES <br /> <br /> January 2, 1997, 6:00 P.M. <br />Truckee Donner Public Utility District Board Room <br />11570 Donner Pass Road, Truckee, CA <br /> <br />CALL TO ORDER - Mayor Drake called the meeting to order at 6:00 p.m. <br /> <br />ROLL CALL <br />PRESENT: <br /> <br />Council Members Carpenter, Florian, McCormack, Susman, and <br />Mayor Drake <br /> <br />ALSO PRESENT: <br /> <br />Stephen L. Wright, Town Manager and Vicki Soderquist, Deputy <br />Town Clerk <br /> <br />4. <br /> <br />5. <br /> <br />6A. <br /> <br />PLEDGE OF ALLEGIANCE was led by Jim Porter. <br /> <br />PUBLIC COMMENT - None <br /> <br />PRESENTATIONS - None <br /> <br />URGENCY ITEMS - Mr. Wright informed Council that if an item arose after the posting <br />of the agenda and was deemed to be an emergency, it could be placed on the Agenda by a <br />4/5th's vote for review and action by Council. Due to the flooding and resulting emergencies <br />he, as the Disaster Director, had issued a Proclamation of a Local Emergency and Request <br />of the Governor to Proclaim a State of Emergency and Request a Presidential Declaration <br />on Wednesday, January 1, 1997. The proclamation was good for seven days but required <br />confirmation by the Town Council. He requested that Council declare an emergency and <br />place the disaster related issues on the agenda for action. <br /> <br />Motion by Councilmember Carpenter, Seconded by Councilmember Florian, passed <br />unanimously, to find that an emergency existed and to place disaster related items on <br />the agenda for Council action. <br /> <br />6A.1 <br /> <br />Proclamation of the Existence of a Local Emergency by the Town Council of the <br />Town of Truckee - Mayor Drake informed the public that the Town Council had no <br />formal role during the disaster, but he had attended the meetings as an observer. The <br />Town Manager was keeping the Council advised. He then commended Town staff, <br />other Districts, private contractors, and the community for the support offered and <br />given. <br /> <br />Mr. Wright stated the Command Center was established early on January 1st and <br />handled the basic responses for the Town. He then listed the different agencies <br />involved and their areas of support. He also reviewed the present road closures and <br /> <br /> <br />
