Town of Truckee <br /> SPECIAL JOINT MEETING MINUTES <br />OF THE TOWN COUNCIL AND PLANNING COMMISSION <br /> <br /> March 25, 1997, 4:00 P.M. <br />Truckee Donner Public Utility District Board Room <br />11570 Donner Pass Road, Truckee, CA <br /> <br />CALL TO ORDER - Mayor Drake called the meeting to order at 4:02 P.M. <br /> <br />ROLL CALL <br />PRESENT: <br /> <br />Council Members Carpenter, Florian, McCormack, Susman, and Mayor <br />Drake <br /> <br />ABSENT: <br /> <br />Planning Commissioners Palmer, Richards, Tryggvi, and Chair Estabrook <br /> <br />ALSO PRESENT: <br /> <br />Stephen L. Wright, Town Manager; Tony Lashbrook, Community <br />Development Director; Elizabeth Eddins, Town Planner; and Vieki <br />Soderquist, Deputy Town Clerk <br /> <br />PUBLIC COMMENT - None <br /> <br />PRESENTATIONS <br /> <br />4.1 <br /> <br />Truckee Elementary School Students presentation to the Downtown Citizens Advisory <br />Committee regarding the Mill Site study project. <br /> <br />Ms. Eddins introduced Candy Blesse, GATE Teacher for the 4th and 5th grade. Ms. Blesse <br />introduced the following students: Matthew Blesse, Nicholas Cabral, Ian Erickson, Court Hickman, <br />BrTnn Kennedy, Kim Quesnel, and Sam Sterling. The class project was to design and distribute a <br />survey and then compile the results and design a project for the Mill Site. Due to the rapid growth <br />&the area it was determined that the community needed a park. The amenities with the highest <br />ratings on the surveys were incorporated into the park design. Those included youth and adult ball <br />fields, playground, roller rink, ice rink, skateboard area, walking/bike trails, and a bridge to the <br />amphitheater in the Regional Park. The main facility in the park would be a 38,000 sq. ft. recreation <br />center. Financing mechanisms included bonds, fund raisers/community service, and selling the <br />recreation center in Downtown Truckee. <br /> <br />Ms. Blesse stated the students started the project in November and had just recently completed it. <br />Surveys were handed out in classrooms, to various adults, and at the Senior Center. <br /> <br />Mayor Drake recommended that the students also make their presentation to the Recreation and <br />Parks District Board. <br /> <br />ADJOURNMENT - Mayor Drake adjourned the meeting at 4:23 p.m. <br /> <br />by: <br /> <br />Respectfully submitted, <br />STEPHEN L.
