Town of Truckee
TOWN COUNCIL/ROAD COMMITTEE
SPECIAL MEETING MINUTES

May 28, 1997, 3:00 P.M.
Truckee Donner Public Utility District Board Room
11570 Donner Pass Road, Truckee, CA

CALL TO ORDER -Mayor Drake called the meeting to order at 3:04 p.m.

ROLL CALL
PRESENT:

Council Members Carpenter, Florian, McCormack, Susman, and Mayor
Drake

Road Committee Members Bailey, Cayton, Corbin, Deardorff, Frisch,
Gross, Hemig, Jensen, Larson, Sullivan, Sutton, Wendin, and Westphal

ABSENT:

Road Committee Members Golden, Salas, and Stephens

ALSO PRESENT:

Stephen L. Wright, Town Manager; Jon Lander, Town Engineer; Tom
Covey, Director of Public Works; and Vicki Soderquist, Deputy Town
Clerk

PUBLIC COMMENT - None

WORKSHOP

4.1

Road Committee Recommendations/Options. Recommendation: Council consider the
recommendations and options of the Road Committee and consider placing the ½ cent sales
tax measure on the ballot in the near future for funding of the desired option(s).

Mr. Wright gave a brief overview of the scope of the Road Committee work. During the process
the road standards were reviewed with staff. The project was downsized to focus on a "backbone"
road system which the Committee felt served most of the primary neighborhoods within the
community and were also utilized by visitors. The "backbone" map should be amended to reflect
Glenshire Drive to the Town limits and East River Street should be removed. Dearfield would go
to the Super 8 and Coldstream would go into the commemial area where there was significant truffle.
The Committee also set a timetable for actual improvements. Funds used first would complete the
"backbone" and if at, er that repair was completed, additional funds could be used for the balance
of the road system.

Members of the Committee made the following individual comments:

support by several members for a sunset clause.
existing section of Hwy. 267 from the by-pass had been excluded from the plan but would
become a part of the Truckee road system and would have to be maintained.
concern that if the measure did not pass in November it would never pass.
if all roads were up to par the annual maintenance costs would be slightly over $1 million.
concern that Council would try to create equity with TSSA's.
