TOWN OF TRUCKEE <br /> California <br /> TOWN COUNCIL RESOLUTION 2016-43 <br /> A RESOLUTION OF THE TOWN OF TRUCKEE TOWN COUNCIL <br /> APPROVING APPLICATION NO. 2015-00000102/GPA-DCA-TM-AMD <br /> (OLD GREENWOOD PROJECT AMENDMENT#4) <br /> WHEREAS, the Town of Truckee has received an application requesting approval of a <br /> General Plan Amendment to change the General Plan Land Use Map (Figure LU-1) changing <br /> the General Plan land use designation from RES 1-2 du/acre (Residential, 1-2 dwelling units per <br /> acre) to RES 3-6 du/acre (Residential, 3-6 dwelling units per acre) for APN 19-720-14 <br /> (referenced within the staff report as the "16.42-acre parcel"); Zoning Map Amendment to <br /> change the zoning designation from RS-2.0 (Single-Family Residential, two dwelling units per <br /> acre) to RS-6.0 (Single-Family Residential, six dwelling units per acre) for APN 19-720-14 <br /> (referenced within the staff report as the "16.42-acre parcel"); Project Amendment to modify the <br /> Planned Development, Use Permit, and Development Agreement to convert 82 fractional <br /> ownership units (41 detached and 41 attached) to 66 whole ownership units (30 detached and <br /> 36 attached), including 11 existing units (six detached and five attached); and three Tentative <br /> Maps: 1) 16 lots and two common areas on Sutter's Trail (current APN 19-740-05); 2) 24 <br /> attached lots and two common area lots on Carson Range Court and six detached unit lots and <br /> two custom home lots on Miner's Trail (current APNs 19-740-02 and 19-740-54), and 3) re- <br /> description of ownership structure from fractional units to whole ownership units for five <br /> attached units and two common areas on Fairway Drive (current APNs 19-740-56 and -57); and <br /> WHEREAS, the Planning Commission is responsible for reviewing General Plan <br /> Amendment applications filed concurrent with a Zoning Map Amendment, and forwarding a <br /> recommendation for the approval or denial of the application to the Town Council; and <br /> WHEREAS, the Commission shall make a written recommendation to the Council <br /> whether to approve, approve in modified form, or deny the amendments and whether to find the <br /> proposed amendments consistent with the Old Greenwood Final Environmental Impact Report <br /> as modified by the Addendum; and <br /> WHEREAS, at a duly noticed public hearing on July 19, 2016 , the Planning <br /> Commission recommended approval of the General Plan Amendment tied to and concurrent <br /> with the requested Zoning Map Amendment, adopting findings in support of such actions; and <br /> WHEREAS, the Town Council held a public hearing on the matter on August 23, 2016, <br /> at which time the Town Council considered all information and public comment related thereto; <br /> and <br /> WHEREAS, the Town Council completed and certified a Final Environmental Impact <br /> Report in compliance with the California Environmental Quality Act Statutes and Guidelines and <br /> reviewed and considered the information contained in the Final EIR. The Council made the <br /> findings required by Section 15091 of the California Environmental Quality Act Guidelines; these <br /> findings are set forth in Exhibit A of Council Resolution No. 2002-29 adopted by the Council on <br /> June 20, 2002. The Council has eliminated or substantially lessened all significant effects on <br /> the environment where feasible as shown in the findings of Resolution No. 2002-29, as <br /> described in the findings of Resolution No. 2002-29; and <br />
