TOWN OF TRUCKEE <br />California <br />RESOLUTION 2016-20 <br />A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TRUCKEE <br />APPROVING THE TRUCKEE ARTIST LOFTS <br />DEVELOPMENT PERMIT <br />WHEREAS, the Town of Truckee adopted the Truckee Railyard Master Plan July 2, <br />2009 establishing goals, policies, development standards and guidelines on growth and <br />development in the Railyard Master Plan Area; and <br />WHEREAS, the Town of Truckee received an application requesting Development <br />Permit approval to construct a mixed-use building for the Truckee Artist Lofts, a 4 -story, 121,000 <br />sq. ft. 77 -unit multi -family housing project with 66 income -restricted rental apartments and 11 <br />market -rate long-term rental knits, 45 on-site parking spaces, and 3,855 sq, ft, of ground floor <br />commercial on APN: 19-420-71 within the Downtown Extension (DE) District of the Railyard <br />Master Plan; and <br />WHEREAS, adopted Railyard Master Plan Table 9-1: Implementation Measures and <br />Action Items requires compliance with a series of implementation and action items prior to any <br />land use approvals or development activity in the Master Plan Area; and <br />WHEREAS, the Town Council has prioritized affordable housing in support of General <br />Plan Housing Element implementation and the Truckee Artist Lofts is a mixed -income affordable <br />housing project with 66 multi -family housing units for households earning 30% to 60/0 of area <br />median income (AMI); and <br />WHEREAS, The Town certified the Railyard Master Plan Final Environmental Impact <br />Report (SCH #2407122092) in July 2009 based on a finding that the Railyard Master Plain will <br />not result in significant environmental impacts with the incorporation of mitigation measures with <br />the exception of Impact TRAF-7, Impact TRAF-11, Impact TRAP -15, Impact AIR -2, Impact N01- <br />1, and Impact CULT -1 for which the impacts are identified as significant and unavoidable and <br />overriding considerations were adapted; and <br />WHEREAS, An Environmental Impact Report (EIR) Addendum was prepared in <br />conjunction with the Truckee Artist Lofts application in support of the associated Master Plan <br />Amendments and the Addendum concludes that that there are no new environmental impacts; <br />and <br />WHEREAS, the Planning Commission is an advisory body to the Town Council who is <br />the review authority to approve Master Plan amendments, Downtown Specific Plan <br />amendments proposed and land use applications proposed concurrently; and <br />WHEREAS, the Town of Truckee Planning Commission, at a duly noticed public hearing <br />on April 19, 2016, adopted Resolution 2016-03 recommending approval of minor Master Plan <br />amendments, amendments to the Downtown Specific Plan and approval of a Development <br />Permit for the construction of more than 15,000 sq. ft. of gross floor area within the Railyard <br />Master Plan adopting findings in support of such actions; and <br />Resolution No. 2016-20 <br />Page 1 <br />
