The <br />comments represent the combined input of the Canyon Springs development team’s technical, <br />planning and legal experts. Those participating in the preparation of these comments include: <br /> <br />Dale Creighton, A.I.C.P., Principal, and Martin D. Wood, P.L.S., Vice-President, <br />SCO Planning, Engineering & Surveying (engineering and planning) <br /> <br />John Heal, Heal Environmental Consulting (biological resources) <br /> <br />Greg C. Gatto, Stoel Rives, LLP (legal, planning and entitlements) <br /> <br />Whit Manley, Remy Moose Manley LLP (CEQA) <br /> <br />Christopher Huck, Owner/Applicant, Canyon Springs Joint Venture <br /> <br /> The EIR provides a thorough and detailed environmental analysis of the project. We <br />appreciate the efforts of City staff and its consultants to produce this document. Our comments <br />are designed to provide further clarification regarding some of the issues addressed in the EIR. <br /> <br />1. Table 2-1, page 2-12 (3rd bullet) <br /> <br />Mitigation measure AIR-2 includes the following requirement: “Watering shall occur at <br />least twice daily, with complete site coverage during the dry season.” <br /> <br />Please clarify the meaning of the term “complete site coverage.” This term could be <br />misleading by suggesting the entire site should be watered twice daily. Watering should <br />be required in the dry season only for areas that have been disturbed during that <br />construction season. <br />
