March 5, 2013 <br /> <br />To: Denyelle Nishimori, Senior Planner <br />10183 Truckee Airport Rd. <br />Truckee, CA 96161 <br />dnishimori@townoftruckee.com <br /> <br />Comments for Canyon Springs DEIR <br /> <br />Dear Denyelle, <br /> <br />I am writing to express my concern regarding the adequacy of the DEIR for the proposed <br />Canyon Springs housing development: <br /> <br /> <br />Traffic: I have lived in Glenshire for nearly 10 years and commute to Reno five days per <br />week. I am very concerned about the safety and traffic on the steep narrow portion of <br />Glenshire Drive between Martis Peak Rd. and Hirschdale Rd. This is to be the primary <br />access for the new development. The road is not equipped to handle the current traffic <br />load. Accidents are common on this section of road in the winter. Will the developers be <br />financially responsible for upgrading and maintaining this section of road to handle the <br />additional traffic? Also during weather or fire emergencies this being the primary access <br />point creates a very dangerous traffic safety issue. DEIR does not consider impact of I-80 <br />closures, inclement weather or accidents. This is a serious issue currently, and will only <br />be exacerbated with the additional traffic that this development would bring. A safety <br />study should be done to evaluate possible solutions for this. <br /> <br />Traffic: The DEIR assumes the Railyard project will construct a new DPR/Glenshire <br />intersection road improvement to be completed when timeline of project construction for <br />the Railyard is unknown. There is no credible basis for assuming this new <br />intersection. DEIR traffic analysis should be redone. <br /> <br />Traffic: DEIR did not take into consideration of cumulative impacts on Glenshire <br />Dr/DPR from Olympic Heights and downtown core. Glenshire Drive contains dangerous <br />ruts; additional traffic will further degrade and also necessitate more frequent <br />maintenance. Is this part of the financial commitment from the developers? Or will <br />Truckee taxpayers have to pay for the additional upkeep? Traffic studies need to consider <br />cumulative impacts for the region. <br /> <br />Land Use and General Plan: Goal COS-9 Link open space areas in Truckee through a <br />well-connected network of open space and trails. (p 7-40). Trails in this project do not <br />connect with the entire development, or the Town of Truckeeā€™s trail network <br /> <br />The long term build out will make Glenshire a construction zone for 20 years. This is not <br />acceptable. <br />
