<br /> <br />March 5, 2013 <br /> <br />To: Denyelle Nishimori, Senior Planner <br />10183 Truckee Airport Rd. <br />Truckee, CA 96161 <br /> <br /> <br />Re: Comments for Canyon Springs DEIR <br /> <br />Dear Denyelle, <br /> <br />The following are my comments and concerns regarding the adequacy of the DEIR for the <br />proposed Canyon Springs housing development: <br /> <br />Traffic: DEIR assumes Railyard project will construct a new DPR/Glenshire intersection road <br />improvement to be completed when timeline of project construction for the Railyard is unknown. <br />There is no credible basis for assuming this new intersection. DEIR traffic analysis should be <br />redone. DEIR did not take into consideration of cumulative impacts on Glenshire Dr/DPR from <br />Olympic Heights and downtown core. Traffic studies need to consider cumulative impacts for the <br />region for both safety and road quality. Currently the poor condition of Glenshire Drive is not <br />safe for the current residents’ traffic. <br />A complete Traffic Safety Survey should take into account Glenshire/Devonshire, Downtown <br />Traffic, Olympic Heights, Elkhorn Ridge, Cambridge Estates, Sierra Bluff, Juniper Hills, Truckee <br />Meadows, I-80 traffic (and closures due to weather/fires). <br /> <br />Land Use and General Plan: Goal CC-1, P1.3 Cluster new development so as to preserve the <br />maximum amount of desired types of open space, as identified in the Conservation and Open <br />Space Element (p3-30) This development represents sprawling development and not clustered. <br />Project development should illustrate ‘Rural Clusters’ as noted in General Plan (Table LU-7, 2- <br />62). Of the 67+ lots in the Elkhorn development only 7 have homes built on them and 3 with full <br />time residents. These vacant undeveloped lots in the Elkhorn development are covered in litter <br />(liquor bottles, condoms, cigarette packages, needles) and dead vegetation. Why do we need more <br />empty lots that cause blight and allow for unsavory conduct? <br /> <br />As an involved member of our community, thank you for allowing me to address my concerns <br />regarding the DEIR for Canyon Springs.
