Town of Truckee <br /> SPECIAL COUNCIL MEETING <br /> March 27, 1996 3:00 P.M. <br />Truckee Donner Public Utility District Board Room <br />11570 Donner Pass Road, Truckee, CA <br /> <br />MINUTES <br /> <br />CALL TO ORDER. Mayor McCormack called the meeting to order at 3:07 p.m. <br /> <br />ROLL CALL. Town Manager Wright called roll with Council Members Carpenter, Cross, <br />Drake, Eagan, and Mayor McCormack being present. Also present were Town Manager <br />Stephen L. Wright, Community Development Director Tony Lashbrook, Town Engineer Jon <br />Lander, Public Works Director Tom Covey, Finance Director Jill Fox and Executive <br />Secretary Barbara Johnson. <br /> <br />PUBLIC COMMENT. None <br /> <br />o <br /> <br />WORKSHOP <br /> <br />4.1 1996/97 Budget Workshop <br /> <br />Town Council reviewed possible operating fund balances for the 1995/96 fiscal year. <br />It is estimated that unspent funds of approximately $685,000 will be available this budget <br />year for use on needed Town projects not identified in the 1995/96 budget. Several Town <br />project needs were considered by the Town Council as presented by staff. It was further <br />explained to the Town Council that this surplus of funds was a one time occurrence, which <br />is not anticipated to occur in any future fiscal years. <br /> <br />Town Council further discussed the need for road repair vs. the need for capital equipment. <br />It was consensus of Council that a capital equipment plan should be produced prior to <br />making a final decision on the use of budgetary surplus funds. <br /> <br />Community Development Director Lashbrook asked Council for direction on pursuing the <br />inclusion of Redevelopment Planning in the upcoming 1996/97 budget. Council discussed <br />Redevelopment in general and the adoption/implementation of the Development Code in <br />1996/97. It was consensus of Council to have staff pursue the inclusion of a Redevelopment <br />Plan in the 1996/97 fiscal budget. <br /> <br />Councilmember Drake stated that staff is currently under a lot of pressure and he would <br />suggest that the hiring of an Administrative Assistant be researched; this position could assist <br />in different areas as needed.
