Town of Truckee <br />TOWN COUNCIL SPECIAL MEETING MINUTES <br /> <br /> October 30, 1996, 2:00 P.M. <br />Truckee Donner Public Utility District Board Room <br />11570 Donner Pass Road, Truckee, CA <br /> <br />CALL TO ORDER Mayor McCormack called the meeting to order at 2:08 p.m. <br /> <br />ROLL CALL <br />PRESENT: <br /> <br />Council Members Carpenter, Cross, Drake, Eagan, and Mayor <br />McCormack <br /> <br />ALSO PRESENT: <br /> <br />Stephen L. Wright, Town Manager; Dennis Crabb, Town Attorney; <br />and Vicki Soderquist, Deputy Town Clerk; Tony Lashbrook, <br />Community Development Director; Jon Lander, Town Engineer; <br />Elizabeth Eddins, Planner; and Duane Hall, Assoc. Planner <br /> <br />PUBLIC COMMENT - None <br /> <br />REDEVELOPMENT WORKSHOP <br /> <br />5.1 <br /> <br />Presentation by Bill Carlson, Executive Director, California Redevelopment <br />Association. General discussion was held regarding issues related to redevelopment <br />and business improvement districts. Mayor McCormack introduced Mr. Carlson and <br />stated the purpose of the workshop was to present the pros and cons and general <br />overview of redevelopment agencies. <br /> <br />Mr. Carlson gave an overview of redevelopment and the process involved in <br />establishing a redevelopment agency. He also gave a slide presentation of various <br />redevelopment projects throughout California. Other issues discussed were: <br />economic and physical blight; powers of the redevelopment agency; unique powers; <br />tax increments; and business improvement districts. General discussion followed the <br />presentation. <br /> <br />Mr. Crabb gave a presentation on the efforts of the South Lake Tahoe <br />Redevelopment Agency and their current projects. <br /> <br />Mr. Wright stated that staff would develop an outline of the process for the <br />establishment of a redevelopment agency, associated costs, and alternatives and <br />options for Council review. He noted that a tour had been conducted by South Lake <br />Tahoe of their redevelopment project area and felt that other Councilmembers and <br />members of the Planning Commission and Downtown Advisory Committee may <br />want to take that tour in the future. <br /> <br /> <br />
