52 Incorporate a List of Projects Funded by Senate Bll 1 The Road Repair and Accountability Act to Budget TOWN OF TRUCKEE California RESOLUTION 2017-52 A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TRUCKEE AMENDING THE 2017-18 BUDGET TO INCORPORATE A LIST OF PROJECTS FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the Governor in April 2017 to address the significant multi-modal transportation funding shortfalls statewide; and WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the residents of the Town of Truckee are aware of the projects proposed for funding in the community and which projects have been completed each fiscal year; and WHEREAS, the Town of Truckee will receive and estimated $91,419 in RMRA funding in Fiscal Year 2017-18 from SB 1 and $274,239 in Fiscal Year 2018-2019; and WHEREAS, the Town of Truckee must include a list of all projects proposed to receive funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, in the Town of Truckee budget, which must include a description and the location of each proposed project, a proposed schedule for the project's completion, and the estimated useful life of the improvement; and WHEREAS, the Town of Truckee's Pavement Maintenance Program has identified an annual slurry seal program to be an effective means to extend the life of pavement and reduce the frequency of pavement overlays or rehabilitation and identifies a schedule over which slurry seal is applied to local roads at 3-5 year intervals; and WHEREAS, the Pavement Maintenance Program was reviewed with the Tahoe Donner Association and Glenshire/Devonshire Residents Association staff and was approved by the Truckee Town Council on June 7, 2012 in a public Town Council meeting; and WHEREAS, the Town of Truckee has undergone a process to ensure public input into our community's transportation priorities/the project list; and WHEREAS, the funding from SB 1 will help the Town of Truckee maintain our roads by providing funding to slurry seal approximately 78 roads representing 33 miles in fiscal years 17/18 and 18/19 and to maintain similar maintenance levels on all Town roads into the future; and WHEREAS, the 2012 Pavement Maintenance Program found that the Town of Truckee streets and roads are in good condition and this revenue will help us to maintain the overall quality of our road system and at a good condition by allowing the continued implementation of our Pavement Maintenance Program; and WHEREAS, the Town of Truckee is responsible for maintenance of 157 miles of local roads in the Town limits, on which the community depends for all modes of transportation and emergency access; and WHEREAS, maintaining and preserving the local street and road system in good condition will reduce drive times and traffic congestion, improve bicycle safety, and make the pedestrian experience safer and more appealing, which leads to reduce vehicle emissions helping the State achieve its air quality and greenhouse gas emissions reductions goals; and WHEREAS, restoring roads before they fail also reduces construction time which results in less air pollution from heavy equipment and less water pollution from site run-off; ...... NOW, THEREFORE, BE IT RESOLVED, DETERMINED, AND ORDERED, BY THE TOWN COUNCIL OF THE TOWN OF TRUCKEE AS FOLLOWS: 1. The Town of Truckee Capital Improvement Program budget is amended incorporate the 2018 Slurry Seal Project as described in Exhibit A. 2. The 2018 Slurry Seal Project (C1801) budget for Fiscal Year 17/18 and 18/1.9 is amended to include funding from the Road Maintenance and Rehabilitation Account as shown in Exhibit B to incorporate the list of projects identified in Exhibit A. 3. Appoint the Town Manager, or designee, to execute all applications, negotiations and agreements which may be necessary for completion of the aforementioned project and expenditure of RMRA funds, except those designated to the Town Engineer below. 4. Appoint the Town Engineer, or designee, to execute and submit all reports, payment requests, and changes to the project description, which may be necessary for completion of the aforementioned project and expenditure of RMRA funds. ABSENT: none. / iJ -tom Morgan Goodwin, Mayor ATTEST: Judy P ice, M C, Town Clerk Exhibit A: 2018 Slurry Seal (C1801) Project Planned to be Funded with Road Maintenance and Rehabilitation Account 1 • TOWN OF TRUCKEE ROAD REPAIR AND ACCOUNTABILITY ACT LOCAL STREETS AND ROADS FUNDING 2017 PROPOSED PROJECT BUDGET FOR ROAD MAINTENANCE AND REHABILITATION ACCOUNT (RMRA) October 10, 2017 PROPOSED PROJECT: 2018 SLURRY SEAL PROJECT Project Description The 2018 Slurry Seal Project would apply slurry seal to approximately 33 miles of local road, representing 78 roadway segments. A slurry seal is a cold-mix combination of asphalt emulsion, fine well-graded aggregate, and water.This is a versatile treatment which results in a smooth surface with adequate friction with moderate costs. Slurry seals have been used by the Town for several years and have proven to be a cost-effective preventive treatment that is well accepted by the community. Project Location The preliminary list of roads that are anticipated to be slurry sealed in 2018 are presented in the attached table and are also depicted in the attached figure. Proposed Schedule for Completion The 2018 Slurry Seal project is anticipated to start in spring or early summer of 2018.Work will continue through the summer with a completion anticipated by October 15, 2018. Estimated Useful Life Applying a pavement treatment, such as a slurry seal,to a road can prolong the roads life.Through past experience, the Public Works Department has determined the most cost-effective strategy for pavement maintenance is to apply slurry seal on non-arterial roads every 3-5 years (dependent on location). This maintenance is having positive results, with the greatest benefit being on local roads. The 2012 Pavement Maintenance Program estimated that a Type II slurry seal typically adds 3.5 rating points to the Overall Condition Index (OCI) of a local road.
