Landry, Senior Engineer' `� W SUBJECT: Award civil engineering design ontra,t to Stantec Consulting Services, Inc. for the West Riv r Stre t Bike Lane Project CIP 60-13-07 APPROVED BY ny Lashbrook, Town Manage RECOMMENDATION: Authorize the Town Manager to execute a design services contract with Stantec Consulting Services, Inc. in the amount of$249,801 for the West River Street Bike Lane Project; and authorize a 10% contingency for a total authorized contract amount of$274,781. DISCUSSION: In order to have the West River Street Bike Lane Project ready for construction in the late Spring/early Summer of 2015, staff is recommending the award of a civil engineering design contract to Stantec Consulting Services, Inc. (Stantec). The West River Street Bike Lane Project (CIP 60-13-07) would reconstruct West River Street from Bridge Street to Riverside Drive and reconstruct and widen West River Street from Riverside Drive to the Donner Creek Bridge to accommodate class 2 bike lanes on both sides of the roadway. Staff has contacted Placer County to discuss the possibility of coordinating the design and construction of the project from Donner Creek to SR 89, however at this time Placer County is unable to commit to jointly working with the Town due to their lack of funding. Should Placer County's funding situation change, Stantec's scope of work could be amended at a later date if the timing does not jeopardize the Town's project schedule. Additionally, staff continues to search for grant opportunities (e.g., through resources such as the Highway Bridge Replacement and Rehabilitation Program) to either retrofit (to widen) or replace the Donner Creek Bridge. Staff solicited sealed proposals from qualified "Architectural & Engineering Consultants" (Consultants) to engage in professional engineering design, environmental baseline studies, surveying and related services for this project. A request for proposals (RFP)was advertised and staff received proposals from six (6) Consultants. Since professional services contracts are awarded based on qualifications, not cost, a selection committee comprised of Town staff was formed to evaluate each proposal based on the evaluation criteria outlined in the RFP. Stantec was determined by the selection committee to be the most qualified firm for this project. Town Council Staff Report Page 1 of 2 •``: J AGENDA ITEM Stantec's scope of work and cost proposal are attached to this report as Exhibit A. Stantec estimates their cost of services to be$249,801. In addition to the civil engineering design, Stantec's �contract would include baseline environmental studies regarding threatened and endangered species,wetland delineation, and cultural/historical resources, as well as a right-of-way survey and the preparation of a drainage report. While the assumption inStantec's cost proposal is there will be no significant environmental impacts due to the project construction, additional budget would be required should a higher level of environmental clearance or redesign be required to avoid an environmental impad. Staff is recommending that Council authorize a 10% contract contingency amount to be expended if additional design effort beyond the scope of work envisioned in this contract is identified as being necessary. FISCAL IMPACT: Design of the West River Street Bike Lane Project(CIP 60-13-07)will occur over two fiscal years. Since fiscal year 2013/2014 has a budget of$150,000 and fiscal year 2014/2015 has a budget of $1;,562,500, there is adequate budget to cover design and CEQA expenditures. The overall project bud`get is$3M and is funded through a combination of local funding sources that include_Measure V and AB 1600 Traffic Impact Fee funds. Task 1.q-Geotechnical Investigation/Gabion Wall Assessment Our subconsultant,Holdrege&Kull will prepare a geotechnical engineering and'pavement evaluation report for the proposed West River Street Bike lane Project in Tivekee,Califomia The purpose of the geotechnical investigation will be to explore and evaluate neaz-surface soil,pavement conditions and slope soil conditions along West River Street using shallow borings and reconnaissance mapping to develop recommendations for projed design and construction. It is our understanding that the Town of Truckee will be performing potholing of the existing pavement to determine structural thiclmess information.We propose to supplement this information by drilling 5 to 8 . Daslgn wlfh community in mind � � November 22,2073 Page 3 of 8 Reference: Proposal to Provlde Professlonal Englneering Design Services for ihe Wesf River Sheet Bike lane ProJed shallow borings in along West River Street to evaluate the neaz-surface soil conditions.The borings will be advanced using a percussion air rotary drill rig in the existing asphalt concrete and aggregate base section to a depth of about 5 feet below the pavement surFace.Subgrade soil samples will be collected for]aboratory tests.The surface conditions of the asphalt pavement will also be observed during our field exploration.In addition to the boring samples,we will observe soil type,inclination,length of slope and other surface conditions of existing slopes to help evaluate slope stability of existing and planned road cut and fill slopes. We anticipate the]aboratory testing will consist of tests for soil classification(gadation and plasticity)and support chazacteristics(R-value). Based on Fhe results of our surface reconnaissance,geotechnical/geologic mapping,and subsurface exploration,we will provide a written report with our conclusions and recommendations regarding the following: • Anticipated soil and groundwater conditions in the project azea,with emphasis on how the conditions are expected to affect the proposed design and conshvction • Discussion of special geotechnical engineering constraints such as existing loose fill,highly expansive or compressible soil,neaz-surface groundwater,and/or neaz-surface rock • Discussion of the ebsting asphalt concrete pavement condidons • Recommendations for new asphalt pavement section design • Preliatinary discussion and recommendations for permanent slopes and fill placement • Recommendahons for diainage improvement sub base • Iateral earth pressures and drainage recommendations for short retaining structures • Design of rockery walls and rock slope protection for planned slopes It is unders[ood that the Town of Truckee may forego some or al!of the geotechnical investigation listed aboue and wish to utilize tliis task for a preliminary assessmentof the exisring ga6ion walLs along a portion of the project. The Stantec team is willing and able to accommodate this request. The cost estimate provided is associated urith the geotechnical scope of work descri6ed aboue. The Stantec team will work with the Torun of Truckee on a scope and fee adjustment(if necessary)for a gabion wall assessment as requested. Additionally,the West River Road parallels Union PaciSc Railroad lines and may very well lie within UPRR right-of-way for por[ions of the project. Railroad wordination can often be a long-lead item due to coordination with railroad representatives that may not be local. Revegetation and erosion conh�ol designs will be developed for weed management and ecological restoration based upon the findings in the baseline surveys.Recommendabons for revegetation will address soiLs and e�sting popularions mycorrhi�a,seed and plant sources,seeding specificarions and rates by habitat,a plant palette and planting plan(if appropriate),mulches and taclafiers,and amendments. Task i.io—Preliminary go%PS&E and SWPPP Stantec will perform the preliminary design of the following items: • Horizontal layout design in accordance with established Town,State,AASHTO,and MUTCD standards.Slight adjustments to the centerline may be necessary due to avoid physical constraints. • Vertical profile design. • Pavement structural section design.If the Town doesnot have a Traffic Index for West Rivei S[reet, Stantec will work with the Town's available traffic data and projections to develop one.Subgrade support will be developed as part of the geotechnical investigation. • Structural design for retaining/rockery walls. • Drainage design in accordance with the Drainage Report and applicable Town,State,and other Standazds and Master Plans. • Revegetation plans for azeas where sideslopes have been altered. • Relocation of fire hydranu and catch basins(as necessary). • Signs and striping,including required transitions to existing condirions. Task i.ia —Public Meeting(Access and Phesing) Although not specifically requested by the RFP,given the impacts to proximiry to adjacent businesses, access,and pazldng,it is anticipated that a public meeting or some other sort of dissemination of information will need to be provided.Stantec's public outreach specialist will work with Town of Truckee staff as to the ac[ual format of this public outreach.If a public meeting is desiied,Stantec cdould recommend an"open house"type meeting with a short presentation and with design staff available for one- on-one discussion Formal comments could also be submitted in writing at the meeting.Stantec's public outreach specialist could serve as moderator,if desired by the Town.If a mailer format is desired,we would work with the Town to develop a brochure or letter that properly identi5es the impact and benefits of the pmject.As per the Town's preference,Stantec could coordinate tlris effort or could serve in a support role to Town staff.
