Jenna Gatto, Planning Manager I (A SUBJECT: Request for Additional Planning Division Staff APPROVED BY `Jeffq_dijx, Town Ma ager RECOMMENDATION: Approve the addition of a Development Services Technician to the Planning Division and approve a budget increase of $35,000 to accommodate this change for the balance of the fiscal year. DISCUSSION: Over the past two years, the Planning Division has experienced a sharp increase in private development applications, in addition to ongoing work associated with the 2040 General Plan Update, review of building permits and staffing the Community Development Department counter. Additionally, in 2019, the Division had a six-month vacancy in one of the Assistant Planner positions which further exacerbated the increased workload amongst the Division's planning staff. As a result of anticipated heighted workloads in the foreseeable future, Town staff is recommending an additional Development Services Technician position within the Division. This position has been included to address the increased need to review the higher volume of private development applications and help facilitate a variety of initiatives within the Division, including the following: • Recent award of SB 2 funds and the House Truckee First efforts, • Sustainable Communities grant for Envision DPR land use plan • 2019-2027 Housing Element implementation, including a plan to allocate $2 million from the General Fund for housing priorities • Updated regulations for Donner Lake piers and docks as a result of recent regulatory changes at the State • Ongoing implementation of Planned Communities 1, 2 and 3 (Coldstream, Gray's Crossing and Joerger Ranch, respectively) • Mines oversight • Publication of the Community Development Department Annual Report and State Housing and Community Development (HCD) reporting requirements • Tahoe Forest Hospital campus expansion plans • Customer service and processing improvement programs The Development Services Technician is in Range 13 of the Town's salary matrix. If approved, this position would be appointed immediately following Council's action. Assistant Planner Placeholder for the FY2020-2021 Budget As part of the FY2020-2021 budget process, the Planning Division will be requesting that the Development Services Technician position be upgraded to an Assistant Planner position, which would mean the Division would then have three Assistant Planners. This upgrade is intended to provide greater flexibility within the Division to accommodate the wide range of duties assigned to the Division. The Assistant Planner position is in Range 17 of the Town's salary matrix. It is expected that the addition of a third Assistant Planner will provide an internal promotional opportunity within the Division or for any other qualified Town employee. FISCAL IMPACT: Planning Division budget increase of $35,000. The position is funded through the General Fund and is partially offset by private project development fees.
