Building Contract ReviewAGENDA ITEM Town OF TCS MEETING DATE: January 141", 2020 TO: Honorable Mayor and Council Members FROM: Dan West, Building Supervisor SUBJECT: Contract Amendment for Plan Review Services APPROVED BY Jeff Loux, Town Manager RECOMMENDATION: Authorize the Town Manager to enter into three-year agreements with Roy Harthorn and CSG Consultants Inc. for plan review services up to $100,000 per fiscal year per vendor and authorize spending with these vendors up to $150,000 for fiscal year 19120 and $100,000 for fiscal years 20/21 and 21122. DISCUSSION: The Town utilizes consultants for plan review services when in-house services are not enough to meet demand. They do plan review for 60% of the fees we charge. Roy Harthorn and CSG Consultants have a proven track -record of high quality and timely review services and the Town would like to continue to use their services. The building department budget included an increased professional services budget from fiscal 18/19 to allow for the expected increase in plan submittals. Due to the variable nature of plan review services, staff feels is it is more cost effective to continue to use outside plan review services rather than hiring in house services to meet demand spikes. Staff has utilized $49,999 worth of services with these vendors during fiscal year 19/20, extinguishing the existing contracts. Council authorization is needed for additional spending beyond this threshold. Therefore, in addition to contract authority, staff is requesting spending authority up to $150,000. FISCAL IMPACT: The Building Division budget has sufficient funding to cover the cost of outside consulting services. Page 1 of 1
