Interactive Voice Recognition System Purchase Building Permit InspectionDATE: April 6, 2006 TO: Honorable Mayor & Council Members FROM: John McLaughlin, Community Developme RE: Purchase of Interactive Voice Recognitio~(IVR) Sy/s'tem for Building Permit Inspection Requests ~./~~ APPROVED BY: ,/v,~ TO~¢ La~hbrook, Town Manager RECOMMENDATION: Authorize the purchase of IVR System for $36,900. SUMMARY: An Interactive Voice Recognition (IVR) System for Building Permit Inspection Requests allows for customers in the Building Division to make varying inspection requests over the phone, with their requests automatically entered into the Town's Permits Plus system, sorted by type of inspection and geographic location. Currently, customers call and leave an inspection request on voice mail. At 6:30am, a staff member retrieves those messages, manually entering them into the Permits Plus system. Should the request not be clear, the applicant must be called back for any clarification. The inspections are then printed and sorted manually by inspectors based on geographic area and workload. By having the inspection requests automatically entered into the system, and sorted by inspection type and geographic location (Glenshire, Tahoe Donner, etc...), substantial time savings are realized for both the Permit Technician entering the requests and the Building Inspectors sorting and allocating the requests. This item was included in the 2005-06 Building Division budget. This item was brought before the Building Working Group at their March, 2006 meeting and received unanimous support. DISCUSSION Background Interactive Voice Recognition Systems are becoming a common tool for increasing efficiency in building departments regarding inspection scheduling. Not only do they result in savings of staff Council Staff Report Page 1 of 3 AGENDAITEM time by automatically entering the information directly into our permit system, they also ensure increased accuracy by direct entry of the information by the applicant. Customers are prompted for information regarding their specific inspection request, and that information is not accepted unless it ultimately makes sense to the system. Staff researched the two primary vendors of this technology - Selectron Technologies and Accela. Accela (the parent company of the current Permits Plus permit software system) has recently entered the IVR market, providing a module to match their system. However, it is relatively new and is only installed in a limited number of jurisdictions. Selectron Technologies has been providing IVR systems as a secondary vendor to Permits Plus software systems for several years, and have installations in over 250 communities. Staff had presentations by both vendors, and examined both systems for ease of use and applicability to Truckee. Additional research was done by contacting communities that had installed the Selectron system. Overall, Staff found that Selectron Technologies is considered the industry leader in voice recognition software for inspection scheduling, and they have greater experience and more successful installations than Accela. Further, the basic cost of the Selectron system is $36,900 with the failure code option, while the Accela system had a price of $78,766. Annual maintenance fees were similar between the two, with Selectron having a cost of approximately $450/month. Staff recommends that the Selectron Technologies IVR system be purchased by the Town and implemented into our Permits Plus system. It will result in staff time savings by eliminating voice mail and entering inspection requests by hand, and can also result in time savings for inspectors by sorting inspections by type and geographic location. Customer service will also be improved through more accurate inspection scheduling, and enabling a greater number of inspections to be scheduled in advance by customers. Opportunities exist for expanding the capabilities of the system. After the initial year of operation, Staff will evaluate future enhancements to the overall system for improvements to customer service. FISCAL IMPACT: The cost of the system is $36,900 with the failure code option. This item was included in the Building Division budget for 2005-06. It is estimated that the cost will ultimately be recovered through more efficient use of existing staff, and decreases in overtime regarding inspection scheduling.
