TOWN OF TRUCKEE <br /> California <br /> RESOLUTION 2017-29 <br /> A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TRUCKEE APPROVING AN <br /> EXPANDED COMMITMENT TO CLIMATE ACTION PLANNING AND IMPLEMENTATION IN <br /> THE TOWN OF TRUCKEE <br /> WHEREAS; The Town Council is undertaking policies, programs and activities to <br /> reduce greenhouse gas (GHG) emissions and save energy; and <br /> WHEREAS; The Town of Truckee has a history of taking actions to reduce GHG <br /> emissions, including development of a GHG emissions inventory, energy-efficient building <br /> design in the Town Corp Yard, energy efficiency improvements at Town Hall, and prioritizing <br /> community recycling and waste reduction efforts; and <br /> WHEREAS; The Town Council previously adopted Resolution 2016-42, authorizing <br /> the mPower program which increases financing opportunities for energy efficiency and solar <br /> projects, as well as Resolution 2017-13, authorizing participation in the Institute for Local <br /> Government's Beacon Program to assist in reducing GHG emissions; and <br /> WHEREAS; The Town Council will join over 200 other US Mayors representing nearly <br /> 60 million Americans, and will adopt, honor, and uphold the commitments to the goals enshrined <br /> in the Paris Agreement; and <br /> WHEREAS; The Town of Truckee will begin in 2018 a General Plan update process <br /> that will focus on incorporating climate resilience and GHG reduction policies including a robust <br /> community focus and engagement activities to assist in setting climate goals for the Town; and <br /> WHEREAS; notwithstanding the decision of the executive branch of the federal <br /> government to withdraw the United States from the Paris Agreement, our Congress, a separate <br /> and equal branch of government, may itself act to mitigate the effects of climate change, which <br /> include destabilized weather patterns, rising sea levels, extreme weather events and other <br /> serious impacts that pose a substantial threat to the health, prosperity, and security of <br /> Americans and burden businesses, taxpayers, municipal budgets, and families; and <br /> WHEREAS; The Town Council held a public hearing on the matter on June 13th, 2017 <br /> and accepted oral and written comments from the public and interested parties and considered <br /> such comments before taking action, and the Town is committed to additional community <br /> engagement on this topic through the General Plan update process and climate planning <br /> activities. <br /> ****** <br /> NOW THEREFORE BE IT RESOLVED, the Town Council of the Town of Truckee <br /> agrees to expand climate action planning and implementation activities in the Town of Truckee <br /> ' including analyzing and incorporating sustainability principles, climate action goals and policies, <br /> GHG emission reduction measures, community resilience and related policies in its updated <br /> General Plan, and authorize the Mayor to join and sign onto the Mayors National Climate Action <br /> Agenda. <br />
