1996-02-08 Town of Truckee SPECIAL COUNCIL MEETING February 8, 1996 3:00 P.M. Truckee Donner Public Utility District Board Room 11570 Donner Pass Road, Truckee, CA MINUTES CALL TO ORDER. Mayor McCormack convened the workshop at 3:01 P.M. ROLL CALL. Town Manager Wright called the roll with Council Members Carpenter, Cross, Drake, Eagan, and Mayor McCormack being present. Also present were Town Manager Stephen L. Wright, Community Development Director Tony Lashbrook, Planning Assistant Duane Hall, and Executive Secretary Barbara Johnson. PLEDGE OF ALLEGIANCE: Was led by Tony Lashbrook. PUBLIC COMMENT. None STAFF REPORT 5.1 Placer County Development Projects Community Development Director Tony Lashbrook stated that there are some development proposals in Placer County for projects which would not be allowed by either Nevada County or the Town of Truckee. Placer County Variance application No. 2767 requested a reduction in the front yard and side yard setback for a 4,300 square foot professional office building. This application is set to be heard by Placer County in March! Staff requested direction as to how far they want to go with opposing the project. The driveway encroachment onto Highway 267 is within the Town and will impact traffic. There is a larger proposed project for a 43,050 square foot business park center consisting of office and warehouse floor space. Community Development Director Lashbrook asked for direction from the Council regarding these proposed projects. Councilmember Eagan stated that she would like to see the entities talking to each other. She further stated that an appeal of the project should be avoided if at all possible. Councilmember Cross suggested that staff discuss these proposed projects with Northstar and the Truckee Airport District to see if they support our position as well. If so ask them to join forces in dealing with Placer County. Mayor McCormack and Councilmember Carpenter suggested that staff also contact the Fire District and the Hospital in relation to these proposed projects. Town Council Minutes Page 1 Community Development Director Lashbrook stated that he has conducted some preliminary traffic analysis regarding the proposed projects. They will generate about 65 trips per day. He further stated that the Town could go forth challenging their CEQA analysis. Councilmember Cross encouraged staff to obtain support from other agencies. TNT/TMA and Northstar would be listened to by Placer County. Councilmember Eagan stated that Placer County may see this as restricting growth in their jurisdiction, staff must make it clear that that is not what the Town of Truckee is saying or attempting to do. Staffmust make it clear to Placer County that the Town of Truckee is serious about their adopted General Plan policies which state "Discretionary development south of the Truckee River (excluding the Glenshire/Meadow area) that would result in a net increase in traffic at State Route 267 and Commercial Row, shall not occur until the State Route 267 Bypass or other alternative major transportation improvements are in place.". Discussion ensued regarding the smaller project proposed in Placer County. It too will create traffic on 267, however, not as much. It was consensus of the Council that it is the principle of the issue and both of the projects need to be opposed by the Town of Truckee, however, these projects may not ultimately be appealed by the Town of Truckee should the Planning Commission approve the projects as submitted. Councilmember Carpenter suggested that staff not let Placer County know that they may not intend to appeal the applications should they be approved. Town Manager Wright stated that staff will continue to pursue the den/al of these two applications as submitted. RECESS: 3:37 P.M.- 3:47 P.M. Mayor McCormack called recess at 3:37 p.m. prior to entering into closed session. Mayor McCormack called the meeting back to order at 3:47 p.m. e CLOSED SESSION to discuss performance evaluation of Town Manager pursuant to Government Code Section 54957.6. Mayor McCormack announced that no reportable action was taken in Closed Session. 7.
